The surface organization 20 of a fastening belt 1 is composed of warps 21, wefts 22, and foul fibers 23 adopted as a chemical fiber bundle of a multifilament; and the foul fibers 23 are intertwined alternately, from the wefts 22a of one side side surface organization to wefts 22b of another side surface organization, and are arrayed by separating among waddings 11 of a core organization 10, adjoined with each other in the belt 1 width direction, into an uncontacted condition. Consequently the waddings 11 are fixed in rows to be restrained in free movement.
