The response process of set value follow-up control is divided into a follow-up phase, a convergence phase, and a stabilization phase. This feedback control unit is provided with a first phase switching part 3 for switching to the follow-up phase, a second phase switching part 4 for switching to the convergence phase, a third phase switching part 5 for switching to the stabilization phase, a first manipulated variable deciding part 6 for outputting manipulated variables for making controlled variables follow up a set value in the follow-up phase, a second manipulated variable deciding part 7 for outputting manipulated variables for making controlled variables converge in the neighborhood of the set value in the convergence phase, and a third manipulated variable deciding part 8 for outputting manipulated variables for making the controlled variables stabilizing to the set value in the stabilization phase.
