PURPOSE: To decrease a spring constant during the initial stage of ship's contact alongside a pier and to reduce the oscillation of a ship, by a method wherein a cylindrical fender having elasticity is supported rotatably around an axis by means of a resilient support body, and the base part of a resilient support body is secured to a pier.
CONSTITUTION: A cylindrical foaming body 2 is covered with a skin 3 made of rubber and the like to form a fender 1, a hole 4 is bored along a central axis, and a shaft 5, e.g., metals, is inserted into the hole 4. Ends across the shaft 5 are rotatably supported to a resilient support body 6 secured to a pier 8. This causes deformation of both the fender 1 and the resilient support body 6, and thereby compression strain can be increased to a high value and the spring constant of the foam 2 is decreased, resulting in the possibility to decrease the magnitude of the ship's oscillation during the initial stage of ship's contact alongside a pier.
