In other words, microscars are created on the surface of the polyethylene sheet 1. In addition, an adhesive with an affinity with the polyethylene sheet 1 is applied to the surface. This adhesive contains a component which displays a function to cause an adhesive ingredient to permeate into the craped rough surface of the sheet 1, when the adhesive is applied to the surface. Further, the short fiber 4 is implanted into the applied surface using an electrostatic fiber implanting method and then the applied surface is dried. Consequently, the adhesive 3 remains as an adhesive layer 3A in the sheet 1 in such a manner that the adhesive ingredient is anchored in the sheet 1.
