To enable a short fiber to be implanted in an adhesive layer formed integrally with a polyethylene sheet by applying an adhesive mixed with a permeating agent which permeats the craped face of the polyethylene sheet to the polyethylene sheet, then implanting a short fiber in the applied face and drying it.
A craping process is applied to the surface of a polyethylene sheet 1 using a means such as discharge or mechanical processing to form the surface extremely finely uneven 2. In other words, microscars are created on the surface of the polyethylene sheet 1. In addition, an adhesive with an affinity with the polyethylene sheet 1 is applied to the surface. This adhesive contains a component which displays a function to cause an adhesive ingredient to permeate into the craped rough surface of the sheet 1, when the adhesive is applied to the surface. Further, the short fiber 4 is implanted into the applied surface using an electrostatic fiber implanting method and then the applied surface is dried. Consequently, the adhesive 3 remains as an adhesive layer 3A in the sheet 1 in such a manner that the adhesive ingredient is anchored in the sheet 1.
