The function element includes a functional material 11. The functional material 11 exerts a function as a function element, for example, an electric heat effect. The functional material 11 is liquid. The functional material 11 is capable of flowing as electrode 14 moves. When an electric field acts on the electrode 14, the electrode 14 moves.
