In the electrode substrate 1 with a plurality of raised carbon nanotubes 5, the carbon nanotubes 5 are distributed in such a way that, the shorter lengths of the raised carbon nanotubes 5 with raised lengths of below a constant value, the more a ratio of the number of the same carbon nanotubes to the number of a total nanotubes increases, and further, the number of the carbon nanotubes 5 with a constant raised length, preferably, 16 m or more, is at nearly a constant ratio, preferably, 1 to 6%, to the total number of the carbon nanotubes, even if the raised lengths become longer.
