In a file control device which controls data transfer, a plurality of ACBs 201 for host processing (an ACB group 203 for host processing) and a plurality of ACBs 202 for inner processing (an ACB group 204 for inner processing) are prepared after regions for them are acquired, and further a link relationship is constituted so that the ratio of each ACB 201 for host processing to each ACB 202 for inner processing may become 1:1. When a host makes an I/O request, an unused ACB 201 for host processing is acquired from the ACB group 203 for host processing and is used. When back-end processing occurs as an extension of the acquisition, an ACB 202 for inner processing, which is linked with the ACB 201 for host processing, is automatically selected from the ACB group 204 for inner processing and is used.
