A measuring system 100 includes a testing device 10 as a measuring instrument for conducting a predetermined test on a device to be tested and measuring the result, a test control device 12 for controlling test operations conducted by the testing device 10, and a test management device 14 for unitarily managing various files for tests. In carrying out a predetermined test by the test control device 12, each user inputs the user's name, the user's ID, and a password. Predetermined rights are set up for each user. Access rights to the various files for tests are determined by the user's ID, the predetermined rights, and the like, and each user can read out the various files for tests within the limits thereof.
