To provide a file, the manufacturing cost of which is made inexpensive and the operational convenience of which is made favorable by a method wherein its manufacturing process is simplified by constituting a belt and a belt securing part into en bloc together with covers.

This simplified manufacturing process consists of the doubling of both the front and rear covers by folding them up inside, the making of a first incision 51 for forming a belt member 5 under the condition that a folding line 22 is left on the inside piece 21 of one of the covers, the making of a second incision 41 for forming an insert hole 42 under the condition that a folding line 12 is left on the inside piece 11 of the other one of the covers, the forming of the belt member 5 by erecting the first incised part 51 and the forming of the insert hole 42 for inserting the belt member 5 therein and a flap 4 by erecting the second incised part 41.
