The filling-up machine has a strip tape sticking unit 37, a heating unit 71 arranged on the upstream side of the strip tape sticking unit 37 in the carrying direction of a packaging material 11, a temperature detecting part arranged on the downstream side of the heating unit 71 in the carrying direction of the packaging material 11 and detecting the temperature of the packaging material 11, and a temperature control processing means driving a heating source based on the detected temperature and a target temperature and bringing the temperature of the packaging material 11 to the target temperature. In this case, as the heating source is driven based on the temperature detected by the temperature detecting part and the target temperature and the temperature of the packaging material 11 is brought to the target temperature, the strip tape 38 can be stably stuck on the packaging material 11.
