To provide a film for touch panel that has long-term stable durability by preventing film peeling between an HC layer and a multilayer sputtered film even under a severe environment, and to provide a touch panel using the same.
MS films 3 each having thickness of 30 to 300 nm are sequentially formed, comprising an HC layer 41 mainly composed of an ultraviolet-curing resin provided on one principal plane of a base film 40, a first refraction layer (middle refraction layer) 42 on the HC layer 41, a second refraction layer (lower refraction layer) 43, and a transparent conductive layer 13. In a region at the depth of at least 10 nm from a surface in contact with the MS film 3 of the HC layer 41, the ratio B/A of the number B of inorganic elements in inorganic oxide to the number A of organic elements in organic components of the layer is set to 0.05 to 0.35 in the ratio of the number of elements, and the ratio B/A is set to be constant or gradually reduce toward a depth direction from the surface. Thus, a region 410 rich in inorganic oxide components is formed.
