To provide filter base paper for a cartridge, excellent in punchability, thermoformability, and shape-retaining capability, and a filter for a cartridge, made from the filter base paper for a cartridge.SOLUTION: The filter base paper for a cartridge, comprises an inner layer and an outer layer, with the inner layer comprising a natural fiber in the amount of 30 wt.% or more and 65 wt.% or less, a thermoplastic fiber in the amount of 30 wt.% or more and 50 wt.% or less, and a rigid fiber of a fineness of 1.5 dtex or less in the amount of 3 wt.% or more and 19 wt.% or less, and the outer layer comprising a natural fiber in the amount of 65 wt.% or more, with the weight ratio of the inner layer to the outer layer being in a range of 60:40 to 95:5. The filter for a cartridge is thermoformed from the filter base paper for a cartridge.
