PROBLEM TO BE SOLVED: To provide a thin filter medium not spoiling adsorptivity of VOC or the like; and to provide a filter using the filter medium, and an air cleaner.SOLUTION: A filter medium includes a base material layer 1, an ultrafine fiber layer 2 containing ultrafine fibers 2F, and laminated and formed on the base material layer 1, an adsorbent 3 carried on the ultrafine fiber layer 2, for adsorbing a chemical substance, a protective layer 4 laminated and formed on the ultrafine fiber layer 2, and fastening parts 5 for fastening the base material layer 1 and the protective layer 4 through the ultrafine fiber layer 2 on a plurality of dot-like area; in which the average particle diameter D of the adsorbent 3, the average distance between fibers L of the ultrafine fiber layer 2, and the height H of each fastening part 5 are set so as to satisfy relation L
