PROBLEM TO BE SOLVED: To provide a filter recharging device and a filter recharging method, which can recharge stably in a high collection percentage restoration and a collection percentage persistence and can recharge a filter entirety containing the deep part of the filter homogeneously, even in the case where a foreign substance such as dust or a washing agent sticks to a filter medium surface when an electret filter of a pleat shape after washed is recharged with frictional electrification.SOLUTION: An electret filter (1) is conveyed, and this filter (1) is subjected by an active fluid to a surface treatment of at least one of the decomposition removal and the surface modification of a surface deposit by an active fluid, and the filter (1) having been subjected to that surface treatment and conveyed is charged by a friction body (6).SELECTED DRAWING: Figure 1
