A substrate layer 14 applied with a thermosetting resin and a resin layer 15 applied with the thermosetting resin on the substrate layer 14 are provided on a surface of each fin 12 and each tube 13 for constituting the fin and tube type heat-exchanger 11, the resin layer is thereby formed in a micro pin-hole portion of a coating film on the substrate layer 14 to reduce the number of micro pin-holes in the coating film up to the surface of the tube 13 reached, a resin comprising at least one kind out of an ether bonding and a methylene bonding, that are chemical bondings (resin bondings) of high chemical resistance, is used as the thermosetting resin, and a cross-linked portion in cross-linked fellow resin monomers is thereby prevented from being hydrolyzed to be brought into breakage to exhibit the excellent anti-corrosion effect, when placed under the condition of the highly corrosive environment.
