Since the fine particle charging apparatus has the constitution for emitting the fine particles 3 into the air flow 4, making the fine particles 3 strike against and contacting with a charging function material 6 and charging the fine particles 3, the fine particles 3 fly in space, are charged by the difference of work functions due to striking against and contacting with the charging function material 6 and can be charged, without deterioration of the surface fine structure of the fine particles. A charged polarity of the fine particles can be determined by selection of the charging function material 6.
