To provide a fingerprint data creating device reducing the scale of hardware and returning an abnormal state to a normal state when something abnormal occurs due to discharge of static electricity.
This fingerprint data creating device 1 is provided with a creation part, when the fingerprint of a user touches a contact part, detecting the fingerprint of the user and, when the fingerprint of the user is detected, creating fingerprint image data for identifying the user; an abnormality detecting part 14, when the fingerprint of the user is detected by the creation part, detecting the abnormal state where the creation part is not normally operated at present; and a second control part 12, when the abnormality is detected by the abnormal detecting part 14, controlling the creation part to operate normally at present.
