PROBLEM TO BE SOLVED: To provide a fire detecting device which surely distinguishes an intense heat part and a high temperature part in a monitoring area from flame and detects the fire with high reliability.
SOLUTION: This device is provided with an image picking up part 1 which picks up an image of a supervisory area, high temperature extracting part 4 which extracts a high temperature area in an image pickup area based on image information that is acquired from it, a characteristic part calculating part 6 which calculates a characteristic part of a high temperature area that is extracted by it, a drift degree calculating part 7 which calculates a drift degree of a characteristic part that is calculated by it, an average luminance edge extracting part 9 which extracts an edge part of a time average luminance image based on the image information acquired from the image picking up part and the characteristic part of the high temperature area that is calculated by the characteristic part calculating part and an amplitude distribution generating part 11 which generates a luminance fluctuation amplitude distribution in the high temperature area based on the image information acquired from the image picking up part and the characteristic part in the high temperature area that is calculated by the characteristic part calculating part and discriminates a fire by using at least one of a fluctuation degree, an average luminance edge and amplitude information.
