To attain a high fire-extinguishing and smoke-eliminating effect utilizing Coulomb force by securing a sufficient charging amount even with an increase in the sprinkled amount of a fire extinguishing agent.
In case of fire, a water-based fire extinguishing agent is pressure-supplied to a charging sprinkler head 10 installed in a protective section through piping, and the fire extinguishing agent jetted from the charging sprinkler head 10 is deflected in an optional direction to form a thin film flow 50 which is then split and separated into particle group flow 52 and sprinkled, and an external electric field is impressed to the vicinity of a splitting-separating part P of the thin film flow 50 for charging. The charging sprinkler head 10 includes a nozzle part 40 jetting the fire extinguishing agent to an external space: a fire extinguishing agent side electrode part 46 arranged inside the nozzle part 40 to contact the fire extinguishing agent; a deflector 42 deflecting the fire extinguishing agent released from the nozzle part 40, spirally to form the thin film flow 50 and then splitting and separating the thin film flow into the particle group flow 52 to be sprinkled; and a lead electrode part 48 arranged near the splitting-separating part P of the thin film flow 50.
