A truck part 11 of a fire engine 1 having a wheel type traveling means is installed with a pumping device 12, and a working/water-discharge vehicle 2 which has a lower traveling structure 20 having a crawler type traveling means, an upper turning structure 22 installed with a multi-joint arm 23, and a first arm 23a provided with a water-discharging unit 28 and a grapple 25 as a working attachment. The working/water-discharge vehicle 2 can be changed over into a mode of extinguishing the fire and working with its mounted on the truck part 11 of the fire engine 1, a mode being separated from the fire engine 1 and extinguishing the fire and working in an intended site, and a mode being independent from the fire engine 1 and performing only the work.
