To provide a fixing device and an image forming apparatus, wherein excessive temperature rise at both ends in the width direction of a heating member is surely prevented without lowering the efficiency of temperature rise of the heating member.

The fixing device is equipped with: a magnetic flux generation means 24 in which alternating current is input and which generates magnetic flux; the heating member 21 where induction heating is performed by the magnetic flux; and a magnetic flux shielding member 29 which adjusts a heating range in the width direction of the heating member 21 by lowering a part of or all of the magnetic flux reaching the heating member 21. The heating member 21 is formed so that its thickness may be smaller than skin depth corresponding to the alternating current, and also is equipped with a first non-magnetic material layer comprising non-magnetic material, and a second non-magnetic material layer comprising non-magnetic material and having a smaller volume resistivity than that of the first non-magnetic material layer.
