To provide a simple and compact fixing device and an image forming apparatus.

The fixing device 18 is equipped with: a heating roller 41; a pressure roller 42 applying pressing force to the heating roller 41; a frame 47 rotatably supporting the heating roller 41; a pressure arm 60 rotatably supporting the pressure roller 42 and supported to rock in the frame 47; and an operation lever 50 provided on the pressure arm 60 and releasing mutual pressure-contact between the heating roller 41 and the pressure roller 42. The operation lever 50 moves the pressure roller 42 between a pressing position P1 where the pressure roller 42 applies the pressing force to the heating roller 41 and a release position P2 where the pressing force is canceled, and stops it at the release position P2.
