The bolt 12 is attached to the body fitting 11 so as to be arranged in a position eccentric with respect to a fixing insertion hole of the floor panel. A side wall part 11a of the body fitting 11 and an abutting end part of a nut plate member 31 are abutted to an inner surface of the fixing insertion hole. The bolt 12 is eccentric, and thereby, in an abutting part with the inner surface, a distance from a center axis of the bolt 12 is larger than a radius of the fixing insertion hole.
