In the face of the slope 1 or the wall surface, wire-meshes (4a, 4b) are stretched on the face of the slope 1 or the wall surface, T-shaped bolts 10 are screwed to anchors 3 buried to the face of the slope 1 or the wall surface at regular intervals and the wire-meshes 4 are supported from undersides, and the wire-meshes 4 are fixed onto the T-shaped bolts 10. The clips 11, which have resiliency at a high grade and in which undersides are opened, are pushed from the top faces of the wire-meshes 4 arranged onto the top faces of the T-shaped bolts 10, and the wire-meshes 4 are formed so as to be fixed onto the T-shaped bolts 10 by the clips 11 at that time.
