To provide a fixing system capable of excellently fixing a toner image transferred to a recording medium together with a carrier onto the recording medium and an image forming apparatus for forming an image and an image forming method using the fixing system.
There is provided a fixing system which comprises: a heating roller 811 for preheating a toner image TI while the toner image TI contacts with the surface of a recording medium RM together with a carrier; a heating roller 821 which contacts with the surface of the preheated recording medium RM by the heating roller 811 to fix the toner image TI on the surface of the recording medium RM; and a CPU71 which controls the temperature of the heating roller 811 to adjust the temperature of the toner image TI preheated by the heating roller 811 at a temperature higher than the softening point of toner constituting the toner image TI and a target temperature lower than a low-temperature offset start temperature at which the adhesion of the toner to the heating roller 811 starts to occur.
