To provide a flame-retardant which has such advantages that it contains no halogen and has a high melting point and low volatility and, simultaneously, it does not reduce the inherent properties of resins.
The flame-retardant is composed of at least one phosphazene compound selected from the group consisting of a cyclic phosphazene compound to be represented by formula (3) (wherein (m) is an integer of 3-25; R1 is a cyano-substituted phenyl group; R2 is a 1-18C alkyl or the like, and when R2 is two or more, R2 may be the same or different; (p) and (q) are each a real number and meet p>0, q≥0, and p+q=2) and a straight chain phosphazene compound to be represented by formula (4) (wherein R1, R2, (p) and (q) are the same as defined above; (n) is an integer of 3-1,000; X' is a group of -P(OR1)4 or the like; Y' is a group of -N=P(OR1)3 or the like).
