To provide a non-halogen flame-retardant sheet containing a sufficient amount of a non-halogen type flame retarder and passing e.g. the UL94V-2 Standards, and a manufacturing method for the same.

The non-halogen flame-retardant sheet 10 is composed of a sheet-like substrate 11 and a flame-retardant layer 12 formed on the surface of the sheet-like substrate 11 and containing a non-halogen flame retarder. The flame-retardant layer 12 contains 30-200 pts.wt. of a non-halogen type flame retarder 14 to 100 pts.wt. of a resin 13. At least one of the sheet-like substrate and the flame-retardant layer is colored white. The flame-retardant layer 12 is formed by applying a liquid resin containing the non-halogen type flame retarder 14 and titanium oxide to one side of the sheet-like substrate 11.
