A flat cooling device includes: a flat container having a first flat plate and a second flat plate facing the first flat plate; a refrigerant sealed in the flat container; and a flow path wall for controlling a flow path of the refrigerant in the flat container. The flat container includes: a heat receiving area for thermally connecting to a heating element arranged on at least one of the first flat plate and the second flat plate; a heat radiation area for thermally connecting to a heat radiation part arranged on at least one of the first flat plate and the second flat plate; and a shortest flow path area for connecting the heat receiving area with the heat radiation area in the shortest distance and having the width of the heat receiving area.
