In this flexible buoy, the water pressure working on the flexible outer shell body 2 is canceled by freely making seawater W enter and exit from the inside of the flexible outer shell body 2 through the through-hole 5 of a base part 4 for opening in communication with the outside to keep the inside and outside of the flexible outer shell body 2 under the same water pressure. Further, surplus buoyancy is obtained by a buoyancy body 7 composed of multiple resin hollow spheres movably enclosed inside the flexible shell body 2 with an apparent specific gravity of 0.7 or less.
