A rubber weir 10 with a bag-shaped rubber sheet 20 which is mounted to a riverbed 14 and a slope 16 is raised by internally supplying a fluid, and brought down by discharging the internal fluid. The rubber sheet 20 comprises a first reinforcing rubber layer 24 in which a plurality of first reinforcing cords 24A continuously elongated in the flow direction of a river are embedded in covering rubber, a second reinforcing rubber layer 26 in which a plurality of second reinforcing cords 26A continuously elongated in a direction orthogonal to the flow direction of the river are embedded in covering rubber, and a skin rubber layer 22 which is arranged in an outermost layer. This makes the possibility of damage lower than ever before, and makes reliability more excellent than ever before.
