To provide a device capable of generating levitating or attracting force between two members without using a peripheral device such as a compressor and piping or freely controlling the intensity of the force.

As shown in Figure 5, this device 10 comprises a first member 12; a second member 14 facing the first member 12; and actuators 18a, 18b provided at least at one of the first member 12 and second member 14 to generate progressive wave on the surface of the one member. The progressive wave is generated on the surface of the other member with respect to the one member by the actuators 18a, 18b to generate the progressive wave on a surface 12a, facing the second member 14, of the first member 12, and inward (or outward) force 16 is applied to a fluid interposed between the first member 12 and the second member 14 to generate levitating force or attracting force between the first member 12 and the second member 14.
