To provide a floor heater capable of smoothly heating the floor of a shop or a work section by using the waste heat of a cooler.
A floor heater 1 comprises a cooler R having a refrigerant circuit composed of a compressor, a condenser 9 and a cooler or the like, floor heating panels 3A and 3B disposed on a floor surface, and a heat exchanger 12 for performing a heat exchanging between fluid heating medium circulating the floor heating panels 3A and 3B and high temperature refrigerant discharged from the compressor. Further, the floor heating device 1 is provided with a passage controller for controlling the refrigerant discharged from the compressor to be supplied to the condenser 9 after it is supplied to the heat exchanger 12 or directly supplied to the condenser 9.
