To provide a flow control method and a flow controller in which communication is hardly obstructed even in the presence of a plurality of users and flexible flow control can be performed with respect to the flow control method and the flow controller.

The flow controller is configured to include: input alarm monitoring sections 8 each provided in each of a plurality of input ports 2 and for monitoring inputs of data to the ports 2; a multiplex processing section 3 for multiplexing data passing through the input alarm monitoring sections 8; and a flow control section 4 for receiving an output of the multiplex processing section 3 to apply the flow control to the output and outputting the multiplexed data to one output port.
