PROBLEM TO BE SOLVED: To provide a fluid damper device capable of suppressing abrasion of a sliding part between a rotor and a trunk portion of a case, and an apparatus with a damper including the fluid damper device.SOLUTION: A fluid damper device 10 has a rotor 30 in which a valve element 50 is supported at an outer peripheral side of a rotating shaft 40, and a case 20 including a cylindrical trunk portion surrounding the circumference of the rotor 30, and a fluid 12 such as an oil is charged in a damper chamber 11 in the case 20. A partition projecting portion 23 is projected radially inward from the trunk portion 22, and the damper chamber 11 is partitioned by the partition projecting portion 23. In the damper chamber 11, an outer diameter of the rotating shaft 40 is various in a circumferential direction, a clearance gap G1 where the case 20 and the rotor 30 are radially separated, is formed within a specific angular range when the rotor 30 is rotated in a first direction A around an axis L, and a radial inner end portion 231 of the partition projecting portion 23 and an outer peripheral face 410 of the rotating shaft 40 are rotated while overlapped to each other in the other angular range.SELECTED DRAWING: Figure 4
