This fluid flow generating apparatus adopts a characteristic constituting means having a pressure chamber 1 being a space for compressing and expanding the fluid, a first check valve 2 and a second check valve 3 for preventing a backflow of the fluid, a diaphragm 4 being a component of the pressure chamber 1 and being a thin film for increasing and decreasing the volume of the space possessed by the pressure chamber 1, a permanent magnet 5 and an electromagnet 6 being a magnetic force generating means for deforming the diaphragm 4 and a resonance control means 7 for resonantly vibrating the diaphragm 4 by controlling operation of the electromagnet 6.
