In this fluid supply regulating device, fluid supply is made an available state for enabling the fluid supply to a consumer side according to advanced payment from the consumer side, and made a supply stopping state for stopping the supply to the consumer side when the fluid supply to the consumer side reaches a usable amount in a usable amount storage means 62a. The fluid supply regulating device comprises a basic rate information storage means 62b for storing basic rate information having a basic supply according to the amount of a basic rate to be charged for a consumer, a designated date detection means 61a1 for detecting a designated date for deducing the basic rate, and an arithmetic means 61a2 for deducing the basic supply of the basic rate information storage means 62b from the usable quantity of the usable quantity storage means 62a according to the detection. When the supply reaches the usable quantity from which the basic supply is deduced, the fluid supply is laid to the supply stopping state.
