To improve steering performance of a flying body by arranging two horizontal rotary winds on a vertical shaft, swingingly suspending a cargo via a joint means by the flying body for flying by rotating these horizontal rotary wings in the mutually opposite directions, and inclining the flying body with the joint means as a rotary support point.
Driving force generated by a motive power part 7 including an engine 8 is transmitted to two horizontal rotary wings 2 via a gear mechanism 4 to rotate the respective horizontal rotary wings 2 in the mutually reverse directions to generate flying propulsion. Baffle plates 20 for preventing a lowing flow generated by the horizontal rotary wings 2 are arranged just under the horizontal rotary wings 2, and rotary surfaces of the horizontal rotary wings 2 are inclined by changing a pitch angle of the baffle plates 20 to steer a flying body 1 in the direction according to the inclining direction. A cargo 41 is swingingly suspended via a joint means 10 by an airframe 1a of the flying body 1, and the whole airframe 1a of the flying body 1 is inclined with the joint means 10 as a rotary support point to incline the rotary surfaces of the horizontal rotary wings 2 to be steered.
