To reclaim a paint sludge cheaply and to uniformly mix the reclaimed paint particles into a foaming material as aggregate.
The paint sludge is made non-adherent with a coagulant. When an inorganic coagulant is used, the clay 2 adheres to the surface of the paint particles 3, deprives them of stickiness, and makes the paint particles difficult to combine each other. The microair 4 adheres to the uneven surface of the clay 2 and makes the apparent specific gravity of the reclaimed paint particles 1 small. The reclaimed paint particles 1 become like dry sand after dewatering/drying. The reclaimed paint particles 1 are added into the foaming material as the aggregate to obtain a foamed urethane excellent in tensile strength and sound absorptivity and high in a rate of materials saving.
