To provide a foaming cream for treatment of the fatty skin or the skin with acned tendencies, stable at least to about 45°C, having cream-shaped appearance maintained at an environmental temperature even after being exposed to high temperature, and having good foaming characteristics.

This foaming composition constituting a cream for topical application contains (1) a surfactant system exhibiting at least one paracrystal phase in hexahedral and/or cubic hexagonal type when the temperature is raised to >30°C and maintaining the presence of the paracrystal phase at least to 45°C, and (2) an active agent selected from a seborrhea-resistant active agent and an antimicrobial agent, in an aqueous medium.
