To provide a foaming net containing a solid soap, enabling a user to foam the solid soap, and having soft feeling to use after the solid soap is taken out.

The foaming net includes a bag portion 14 that is surrounded by an upper part of a skirt portion 12, so that the solid soap is contained in the bag part 14. An open end part of the bag portion 14 is connected to an open upper end part of the skirt portion 12 by means of stitches 16, and a string insertion passage 22 is formed by stitches 16 which are continuous in the circumferential direction. To the string insertion passage 22, a string 20 is inserted through an opening 24 at the upper end part of the skirt portion 12. The skirt portion 12 and the bag portion 14 are both formed of cylindrical net material of integrally molded plastic. By folding the cylindrical net material, the skirt portion 12 and the bag portion 14 both have a double layer structure.
