A fold position controller includes: sealed information acquisition means for acquiring information on an envelope and a document sealed in the envelope; check item acquisition means for acquiring items for checking to prevent an item printed in the document from overlapping a fold position; setting means for setting a predetermined fold position according to the combination of the envelope and a sheet to be sealed acquired by the sealed information acquisition means; overlapping determination means for determining whether or not the fold position set by the setting means overlaps the item acquired by the check item acquisition means; fold position setting means for regulating the fold position not to overlap the item when the overlapping determination means determines that the fold position overlaps the item; and fold mark imparting means for imparting a recognizable fold mark to the fold position regulated and set by the fold position setting means.
