SOLUTION: An upper part of a soft plastic circular tube is formed as a tightly fitting part 10, and a lower large diameter part is formed as an outside shock absorbing part 12, and a first embedded hole 14 and a fitting groove 15 are arranged in order so as to continue with a leg tightly fitting hole 13, and an externally inserting body 4 is formed. An inner cap 7 is formed of a cross-sectional U-shaped metallic round plug fitted around the forefront tip 6 of a leg 2 by opening an upper part. A slidingly movable grounding body 5 is formed by arranging an inward collar part 18 in an upper part after a second embedded hole 16 and an outward collar part 17 are formed on a plastic slidingly movable material harder than soft plastic. Next, the inner cap 7 is fitted to and installed in the second embedded hole 16, and the upper edge is fitted to the inward collar part 18, and the inner cap 7 is integrally embedded in the slidingly movable grounding body 5, and the outward collar part 17 is fitted to and installed in the fitting groove 15, and an upper part and the inward collar part 18 are fitted to and installed in the first embedded hole 14, and the slidingly movable grounding body 5 integrally formed with the inner cap 7 is integrally joined to the externally inserting body 4.
