To provide footgear which is of a solventless system, has good adhesiveness and has excellent continuous productivity by using water base adhesives for the footgear formed by bonding uppers and bottoms by the adhesives, and a method for manufacturing the same.

The footgear which is the one formed by bonding uppers and the bottoms by the adhesives and is constituted by adhering the bottoms subjected to surface treatment by a plasma irradiation machine capable of generating a plasma at and under an ordinary temperature and atmosphere pressure and making irradiation with the plasma to the uppers by using the water base adhesives and the method for manufacturing such footgear are provided. The water base adhesives are water base non-yellowing urethane adhesives and are preferably mixed with water dispersible isocyanate base curing agents.
