PURPOSE: To make it possible to put an ascending and descending person's feet on a foot step section in a natural state when the person ascends and descends a manhole by making use of a footholder and to eanbe the ascent and descent of the manhole in a stable state by inclining at least the upper surface of he foot step upward at a specific angle to both sides from the central part.

CONSTITUTION: The overall circumference of a horizontal linear core bar 2 is coated with synthetic resin 4 to form a foot step section 5. The thickness of coating made by the synthetic resin 4 is so increased by degrees that it is inclined at one to five degrees to the side sections 6 and 6 from the central part S. Accordingly, an ascending and descending person's feet 7 are put on the foot step section 5 in a natural state. By the constitution, the person can ascend and descend in a stable state, and the fatigue of the person's feet and knees can be reduced.
