To solve a problem in which, once an article of footwear is taken off, it has to be made ready for putting on by hand subsequently.
The invention is a base on which an article of footwear is taken off and putting on while the base can be rotated and stopped. The footwear base with a rotary device is rotated by using resilience of a spring and rubber, for example, as a motive power. One end of the spring and the rubber is fixed, with the other end tied with a string. The string is wound a few times around the shaft of the rotary base and fixed when the string is pulled and resilience is produced. With the fixed string pulled, the shaft of the rotary base turns and, with the fixed string released, the shaft turns reversely. The footwear base with the rotary device uses this movement for taking off and putting on an article of footwear.
