A forecast data management device receives designation of a target period used for forecasting power demand and a reading request for forecast data as input; refers to DR activation information stored in a storage unit; determines whether or not a power actual value on a date in the target period is a value on a date when demand response control was activated; outputs the power actual value to an operation management device as forecast data, in the case where the power actual value on the date in the target period is the value at time when the demand response control was not activated; and outputs a value calculated with respect to power used in the case where the demand response control is not activated on the date to the operation management device as forecast data, in the case where the power actual value on the date in the target period is the value at time when the demand response control was activated.
