PURPOSE: To easily prepare form paper having a desired form and due form by providing a means for converting the picture data of a form paper frame displayed on a display means to form paper frame data and printing the form paper on the basis of the form paper frame data by a printing means.

CONSTITUTION: A conversion part 5a converts the picture data of the form paper frame prepared on a display part 4a by an operator according to the definition rule of a program PSAM 1a supporting the input/output processing of form paper under the control of a form paper planning support program ICAD 8a to prepare the PSAM definition body source program of the form paper frame. A compiler 2a edits the source program of the form paper frame to prepare form paper frame (overlay) data. A printing part 3a executes printing processing on the basis of form paper frame data outputted by the compiler 2a, the item data recorded on the form paper and form control data such as the position, size and attribute of a character to print the form paper.
