A gear tooth is created in the outer circumference of a form rolling material by moving a dice to the inside in a radial direction of the form rolling material, until a distance from an abutment point between the form rolling material and the dice to the shaft core of the form rolling material reaches a predetermined first distance L1, while rotating the form rolling material by rotating the dice while pressing the dice to the form rolling material. Next, the dice is further moved to the inside in the radial direction of the form rolling material, until the distance reaches a predetermined second distance L2 smaller than the first distance L1, and the gear tooth is further machined. Then, after moving the dice to the outside in the radial direction of the form rolling material until the distance reaches the predetermined first distance L1, the gear tooth is shaped by holding the distance in the predetermined first distance L1 only for a predetermined time duration.
