There are previously set: a pre-form-rolling command distance presetting a distance between screw-machining dies 21, 23 for a workpiece specification; and a post-form-rolling command distance prescribing a distance between flat dies 22, 24 as a function of a radial force measured by form-rolling multiple different workpieces 4 with the pre-form-rolling command distance. The workpiece 4 is pre-form-rolled with the screw-machining dies 21, 23 in the pre-form-rolling command distance, and the radial force is measured. The post-form-rolling command distance is obtained by a function from the measured radial force. The workpiece is post-(finish-)form-rolled by correcting and setting the distance between the flat dies 22, 24 to the obtained post-form-rolling command distance.
