PURPOSE: To increase adhesive power of phosphor substance layer while preventing generation of residual by applying precoating liquid having specific composition uniformly on the inner face of panel then drying and exposing then applying phosphor slurry of first color to form phosphor substance layer of first color.

CONSTITUTION: The inner face of panel is cleaned then applied uniformly with precoating liquid where polyvinyl alcohol liquid is mixed with SiO2, dichromate, acrylic emulsion and surfactant then dried through heat, air or both of them. Thereafter it is exposed uniformly through sunlight or ultra-violet ray. Then phosphor substance slurry of first color is applied to form phosphor substance layer of first color through conventional method. Phosphor substance layers of second and third colors are formed similarly to complete a phosphor substance layer. 0.2W0.3% of polyvinyl alcohol concentration, 5W20% of dichromate concentration, 0W9% of acrylic emulsion concentration and 120W360% of SiO2 concentration is preferable for the composition of precoating liquid.
